Special meeting of the Steering Committee of tenants and residents effected by Lewisham Councils' Estate Action plans for the Pepys Estate, Deptford, SE8 :-Aragon Tower, Millard, Marlowe, Barfleur, Limberg and Dolben House.
Together with officiers from Lewisham Council Housing Office and representatives from HYDE Housing Association.

1. Opening remarks by Gordon Sandifer


1.1 Significant programme on Pepys Estate.
Recognised Steering Committee as an active group.
Mentioned newsletter sent to tenants - Barfleur - August/September/October expected moves.
Target October 2000 for Barfleur.
January 2001 for Dolben.
August 2001 for Limberg.
March 2002 for Marlowe and Millard.


1.2 Present programme was to decant these blocks to this timetable. Negotiations were with Hyde HA.
Demolition of the blocks effected had gone to the Housing Committee, and had been decided.
No final decision had been made on Aragon Tower.


1.3 Question - Why were we informed so late about this over the last 18 months ?
Reply - Best endeavours to keep tenants informed.


1.4 We want a guarantee to return, to the same position on the Estate. If and when any new build has taken place. Concern at not being involved in the decision.


1.5 Hyde HA has been chosen, rather than a 'blank piece of paper'. We would have preferred to have been involved when there was a 'blank piece of paper'.
Keeping an open mind on what can be done. Bearing cost. constraints, etc.


1.6 Set up a working group with Hyde. Members from each block effected. Members from other parts of the Estate ? The latter, not felt to be a good idea. Include Aragon in this.


1.7 We have come up with the suggestion that tenants who wish to leave Marlowe and Millard 'early', should be allowed to do so. This would allows homes to be occupied by those who wish to stay and are being displaced from Barfleur, and later Dolben.


1.8 Purpose of this meeting to establish a dialogue, a beginning.
Want to meet peoples' needs as far as can be done.
Expect to start to meet people 'face to face', and find out their needs.



2 Discussion on issues


2.1 Aragon Tower - 70 properties decanted ? The people who have moved out, where have they been rehoused ?
Most people have wanted to remain with Lewisham.


2.2 Hyde - with Aragon - 80% for social housing. 2 to 4 floors for other use. Tope 36 to 48 units to be used for private occupation. Will be rented by HA. Will be refurbished.
Plan for refurbishment to last 30 years. Life cycle replacement investment.


2.3 Question on plans for Barfleur. Using the suggested road layout with house each side, the existing park would be on a higher elevation than the houses.


2.4 Agreed to 2 representatives from each block with Hyde and architects. Set up within one month, Hyde willing to work with the decant programme.


2.5 The 2 offers from Lewisham for decanting could be 'bad and worse'.
Decanting programme from Aragon Tower, what is 'like for like' ? What if 2 offers not acceptable ?
Best solution ? What is an offer ?


2.6 Aragon has the highest priority in the Borough.
Any time limit ? Expect to get a suitable property. When losing the 'view', need some compensation.
What if it gets to a stage where agreement is not reached ? Legal action taken.
Moving - does the 'condition' of the flat come in to the equation ? Is this fair ? Will it be fit to occupy ?


2.7 Properties empty in Aragon Tower ? Must meet obligations on this - councils' responsibility to see this done well. Any deadline for Aragon? As soon as possible.
No one being located in Aragon ? No official location.
Compensation ? Home loss payments. Secure tenancy to an assured tenancy. "Right to Acquire" after 1996.


2.8 A newsletter to be sent to the blocks effected. We will get a chance to look over it.


2.9 Councils' do not have access to finance, like HA's.


2.10 Names given for working group. Meet once every 2/3 weeks. First meeting Monday 3rd April 2000 at 7.00 pm, in Eddystone Tower Meeting Room.


2.11 Tenant for 33 years - a 'bolt out of the blue' to demolish home. Vulnerable as no intercom. Especially now that Albemarle has intercom.
